Dear Hiring Manager,
I am writing to express my interest in contributing to your organization as an Independent Verification and Validation (IV&V) consultant or senior business analyst. With 15 years of focused consulting experience — and a career in government health and human services IT spanning more than four decades — I bring a depth of domain knowledge, methodological rigor, and cross-state perspective that is rare in this field.
My recent engagements tell a consistent story: large-scale, high-stakes government IT programs need an independent voice that will tell them what they need to hear, not what they want to hear. Most recently, I served as IV&V Analyst for Florida's Integrated Eligibility Modernization initiative, providing independent quality oversight across a 22-month engagement. Before that, I delivered seven consecutive years of IV&V leadership on New Hampshire's Integrated Eligibility System — one of the longest-running IV&V engagements of its kind — where my team's work directly supported the state's successful CMS certification. And prior to that, I led off-site IV&V for Hawaii's ConnectHawai'i ACA state-based marketplace, helping the program navigate the complexity of the first-generation federal marketplace frameworks.
I have worked on the full spectrum of government health and human services systems: integrated eligibility, Medicaid (MMIS), Electronic Visit Verification (EVV), ACA federal and state marketplaces, child support, Medicare, and retirement systems. I have operated as IV&V analyst, functional lead, business analyst, tester, trainer, and requirements analyst — which means I understand what quality looks like at every layer of a project, not just from the top.
I am comfortable with modern delivery approaches. Government IT programs have increasingly adopted agile and iterative practices, and I bring familiarity with CI/CD pipeline concepts as they apply to government system releases — understanding how continuous integration and continuous delivery disciplines affect testing strategies, release risk, and IV&V checkpoint timing. This site itself is deployed via a CI/CD pipeline to Cloudflare, reflecting my commitment to staying current with modern delivery practices.
The states and federal agencies I have served include Florida, New Hampshire, California, Hawaii, Kentucky, New York, New Mexico, Texas, Connecticut, Ohio, Michigan, Missouri, North Carolina, Indiana, Illinois, Alabama, West Virginia, and the Centers for Medicare & Medicaid Services. Each engagement has deepened my understanding of the policy, regulatory, and technical environment that shapes government IT programs — and each has reinforced my conviction that independent oversight, done well, is one of the highest-value investments a program can make.
